I think no one would deny that a charity institution should use most of its resources to dedicate in charitable activities rather than fundraising. Fundraising should not be the main object of charity institution. But the truth is that all charity institutions use charity as their reason for fundraising. How does a donor absolutely know his donation can be given to qualified donee assuredly instead of personal private benefit?
In Canada, a legal resource centre "charitycentral.ca" suggests some rules to help the public to know what are the questionable practices of fundraising, such as "Commission-based remuneration to the fundraiser or payment based on the amount or number of donations". Actually, I doubt how many people would really to access these online public educations. By the way, I think most people are still not easily able to make good judgments based on these materials only.
In the way of avoiding charity fraud, the American looks much cleverer. Federal Trade Commission recommends some online resources to help people checking out the charity institution. For example, according to United States Internal Revenue Code 501(c), some non-profit organizations can exempt from some federal income taxes, but they still have to file required returns such as Form 990. It encourages most non-profit organizations to disclose their revenue and expenditure to the public annually. And everyone can easily access these true image copies of Form 990 by the GuideStar website. Although religious organization even no need to file Form 990 return (according U.S.I.R. code 501(c)3), it is very grateful that we can find still lots of responsible religious organizations filed Form 990 return voluntarily. Thus, the third-party institution, such as Charity Navigator, can have more resources to review and rank these charities by surveying their public legal documents.
Comparing to Asian area, North America is a place full of lots fundraising for charitable activities in daily life. Therefore, being a sensible and careful donor would be the basic step to avoid charity fraud.

Guard your steps when you go to the house of God. Go near to listen rather than to offer the sacrifice of fools, who do not know that they do wrong.
